A NEW SHIFT IN ECONOMIS DEVELOPMENT

As the former CEO of GPEDC, Kristin Williams had an excellent grasp of traditional economic development thinking, but she has come to realize there's a new school of thought, one which she and others hope will take root in the Paducah area.

Williams was one of 25 people that formed a "Think Tank Team" to look at other successful communities and their current economic development activities. The group expended some 2,000 volunteer hours culling information, and taking "field trips" to Louisville, Nashville and Oak Ridge to learn how those cities were adapting to a new paradigm focused more on the encouragement of entrepreneurship and growing "homegrown" businesses, rather than offering incentives to faraway entities for re-location.

The "big shift" the group noticed was "away from companies and toward people." The successful cities, such as Louisville, had made a dramatic shift in resources away from "programs" and into staff that assisted entrepreneurs with resources, such as a Concierge system of information.

A trip to Oak Ridge helped the group to understand the success that city has had with networking the contractors who worked at its nuclear facility, and convincing them to stay in the community rather than moving on. In addition, the community was successful in reclaiming a former nuclear site as a residential subdivision.

"At any given time we have 10 to 15 to 20 contractors working at the USEC plant, who are not a part of the Paducah fabric, " said Williams.

The Think Tank Team came up with a list of issues facing the community:
USEC is going leave Paducah
DOE says they will "clean-up" the area, but "clean-up" has not been defined
Paducah-McCracken County. is focused on traditional economic development strategies since the inception of GPEDC with moderate success

Williams stressed times have changed. Since 1990, there have been more jobs for people using their heads, rather than their hands. The economy is more knowledge dependent than ever, and it is a global entrepreneurial effort, driven by innovation.

The group learned the following things:
Networks are crucial to success
It is not about traditional "bricks and mortar"
There are "holes" to be filled in the local economic development fabric that need to be filled

Recommendations include an overall need to add to the current economic development mix by establishing a new business venture center staffed with "customer driven" staff, and possibly a DOE Concierge.

The Paducah Chamber and GPEDC will be setting up a task force to determine a structure for how to best implement the recommendations from the Think Tank.

CHARITY DONATION

John Pace, Volunteer Coordinator for the Paducah Summer Festival, accepted a donation from the Club and also announced this year's entertainment line-up, which attracted members of the local media. Some family events worth noting are the return of the Oreo Stacking Contest, the Greased Pole Contest, Kid's Day at the Museum of the American Quilters Society, the 101st Airborne Screaming Eagle Parachute Jump, and the Hot Air Balloon Glow.

This year's riverfront concerts include a local Bluegrass group, Bawn in the Mash, which has a successful album out; The October, who is opening for Parrots of the Caribbean, a Jimmy Buffet tribute band; The Craig Russell Band, who will open for a surprise Country music act; and the Andy Childs Band from Memphis, preceding the traditional Saturday night fireworks finale.

FEATURED ROTARIAN JOHN HALSELL

Phil McIntosh introduced this week's Featured Rotarian, John Halsell. Phil jokingly noted that in honor of President George's first meeting in charge, he was introducing "his successor." John will take over the Rotary gavel from George next year.

John is a former Treasurer of the club and of REAP. He has been Chairman of the Rotary Antique Quilt Show twice. John was born in Kentucky, but spent his school years outside of the state, and attended five elementary schools in different states. He obtained two degrees in Business and Psychology from Vanderbilt and came to Paducah in 1981 as the Fixed Income Manager for what was then People's Bank, managing all the banks' portfolios of $350 million. He is currently with A.G. Edwards.

John has always been active in the community serving on numerous boards, including the United Way, Market House Theatre and the Paducah Symphony. He and his wife have two daughters. John is also an Elder at First Presbyterian Church. John's "interesting fact" is not about himself, but his maternal grandmother, who recently turned 101 and needs no care other than what she has at her assisted living facility. John's lively grandmother learned to water ski at 65, remarried at 80 and developed an affinity for hot tubs at the age of 83.

President George said Lorraine Schramke was recovering from recent surgery.

Tom Auer of the Murray Rotary Club reported to President George that the Jordan Dam Project, which both clubs partnered on, will soon be completed. We may have a full report on its progress at an August meeting.

The Rotary Board of Directors will meet July 18th at 5:15 at Whaler's Catch.
