A SNAPSHOT OF THE KENTUCKY PERSONNEL CABINET

Brian Crall, Secretary of the Kentucky Personnel Cabinet, traveled to Paducah to give "a shareholder's report" about the inner workings and responsibilities of the Cabinet to Rotary this week.

Crall, a former state representative from Owensboro, directly oversees the 200 employees, which provide the services to the more than 35, 000 state employees statewide. The Personnel Cabinet is responsible for $1.7 billion in payroll and 1.1 billion of the state's self-funded health insurance program.

Under Crall's leadership, the Cabinet has reduced the state's workforce, largely by attrition, from roughly 37,000, representing a 6% reduction.

Other cost-cutting measures have resulted in a $700,000 to up to $1 million savings.

Crall is particularly pleased with one new addition to the Cabinet's staff: the Veteran's Liaison office, which assists returning veterans in applying for state jobs.

One of the challenges Crall says the state will face is the eminent retirement of some 8,500 state employees between now and January, 2009. He termed the state's retirement and health insurance program as a "$21 billion unfunded liability," pressured by the rising costs of health insurance.

One of the solutions a Blue Ribbon Task Force is considering is utilizing some $300 million in state surplus funds in a way that will provide compound interest toward funding the retirement program, among other possible solutions.

FEATURED ROTARIAN DAVID COMPERRY

Chris McNeill introduced this week's Featured Rotarian: David Comperry. David is the pastor of the Broadway United Methodist Church, the oldest institution in Paducah, which will soon be celebrating it's 175th anniversary. David is the son of a Methodist minister and was born in Tennessee, where he also pastored before moving to Paducah three years ago. He and his wife have two grown daughters, who currently live in Tennessee. He holds a BA from Vanderbilt, and an MA and a ph.d from Emory.

Among his hobbies are singing and has served as a back-up singer for several well-known musicians, including Boots Randolph. A couple of interesting facts about David include a slight brush with the law over a stolen (unbeknown to him)Victrola found to be his possession, and that he was once the lucky winner of a brand new car in prize drawing.

Upon recommendation of the Classification and Membership Screeing committees, the Board of Directors, the following person has been proposed for membership in the Rotary Club of Paducah. Objections must be filed in writing to the Club Secretary within seven (7) days.

Bill Pinkston was this week's lucky birthday winner of a floral arrangement from the The Flower Galley.

Jamie Futrell gave another entertaining monthly attendance report, pointing out newly-elected President George Shaw has already exerted considerable political pressure to change the mandatory 60% attendance rule downward to 50%. Jamie jokingly said, there are two ways to reach a goal:
1. Try harder
2. Change the goal
At any rate, he was pleased the club exceeded the new 50% by 2%in June. Sixty-five Rotarians had 100% attendance and 43 had a 50% or better attendance rate. Bob Johnston was the winner of the Attendance Prize drawing: a $50 gift certificate to Doe's Eat Place.

The Rotary Board of Directors will meet today at 5:15 at Whaler's Catch.
