"The Leaky Bucket"

David Adkisson, President and CEO of the Kentucky Chamber of Commerce said the state legislature would be dealing with significant budget challenges in the upcoming 2010 budget-making session. To help clarify the points of contention for the state's business community, the Kentucky Chamber has hired consultants to pinpoint what they consider to be significant trends in the state's budget.

Adkisson says the percentage of Kentucky's economy going to the state budget has remained relatively stable for the past 20 years, about 5 to 6 cents for every dollar, as an example. Despite this, three main "leaks" in the budget are draining money from other important budget items. These top 3 budget items have been identified as areas where expenses are outstripping the overall budget and the economy.

  • Corrections

The Chamber has taken the position that Medicaid, in particular is leaking public funds away from vitally important sectors such as education and economic development. While Kentucky continues to spend more on Medicaid, the state is one of the unhealthiest in the nation.

To stem the tide, the Chamber is proposing some potential solutions:

  • Expand Medicaid Managed Care, such as the successful pilot project called Passport.
  • Incentivize Wellness Activities for Medicaid recipients
  • Improve Medicaid Administration Costs
  • Incentivize Responsible Behavior, such as providing smoking cessation for Medicaid recipients

The Chamber hopes to build a groundswell of support for these initiatives prior to the 2010 legislature.

Rotarians should sign up to help distribute or label the dictionaries purchased by the Club for all 3rd graders in Paducah/McCracken County. Volunteers are needed to attach our 4-Way Test in the front of each book before we can deliver them. You can do that on your own schedule at our office.

The Rotary Leadership Conference will be held Nov. 14th in Metropolis. Contact President L.V. or Tracie to register.
