" Paducah Area Chamber Supports Unified Government"

Mike Karnes and Tom Garrett

The fruits of a four-year long study on the merger of the city and the county governments has resulted in a recommendation by the Paducah Area Chamber of Commerce in support of consolidating the local governments into one unified entity.

Rotarian Dan Key formed a task force to investigate the issue when he was Chair of the Chamber's Board of Directors in 2004. Mike Karnes, the current Chamber Chair, announced today that "the most compelling reason for a unified government is our children and having good jobs for them in the future."

Karnes, and Task Force Chair Tom Garrett, explained that Paducah and McCracken County miss out on major economic economic development projects due to population size. They said economic development search consultants refuse to consider communities with a population less than 50,000. The combined populations of the city and county would raise the total population figure to 65,000.

Garrett said the twelve member task force researched both the pros and cons of consolidating governments, including a fact finding phase during which they interviewed local government department heads, representatives of local agencies and other service providers, followed by a professional market research survey of 400 registered voters in McCracken County.

The data was then debated and compiled into a Government Reorganization Report of more than 50 pages, which is available by contacting the Paducah Chamber of Commerce.

Garrett said the Chamber has passed a resolution asking the Paducah City Commission, the Lone Oak City Commission and the McCracken County Fiscal Court to adopt resolutions to appoint an official commission to study consolidation. After that commission completes its work, the issue would be then be put on the ballot during the next general election in 2011. If approved by the voters, the new combined form of government could be in operation by January 2012.

Garrett said he believes McCracken County is a "crossroads." "We either stay with the status quo, or we make bold and aggressive steps to promote change," he said.

Owensboro and Bowling Green are two other Kentucky cities discussing mergers. The state's two largest cities, Lexington and Louisville, have already merged.
