AN UPDATE FROM THE KENTUCKY STATE SENATE

Senator Bob Leeper is the youngest person to serve on the Paducah City Commission. In 1991 he was elected to the Kentucky State Senate. This year marks his 17th year in the Senate. Senator Leeper serves on four committees for the state of Kentucky: the Agriculture and Natural Reserve Committee, the Appropriations and Review Committee, the Transportation Committee's Budget Review Committee, and the License and Occupational Committee.

Today Senator Leeper gave Rotarians an update on recent Senate activities. This year the Governor called two special sessions that involved the House and the Senate. By the end of the second session, five bills had passed. One of the most important was the Energy Bill which was essential for encouraging industries to consider coming to Kentucky. According to Senator Leeper, passing the energy bill was essential if Kentucky was to remain a prospect for Peabody Energy's new $3 billion plant. A copy of this bill, which met Peabody's criteria, has been given to Peabody, and the state now awaits news as to whether Kentucky will continue to be considered for the firm's site feasibility study.

The budget session is next on the Senate Agenda. Senator Leeper acknowledged that the outcome of the Governor's race would directly affect the Senate's work. He also mentioned two issues that will be a prime focus in the near future: pension overhaul for state employees and retirees and casino gambling.
